Discussion

During the mid 1970s, John Carver created the breakthrough Policy Governance^SM model for board leadership. Carver recognized that values permeate and dominate all organizational life. For this reason, the Policy Governance^SM model emphasizes values, vision, empowerment and strategic leadership.
